Philip Horn has been Executive Director of the Pennsylvania Council on the Arts (PCA) since 1993. He received training in facilitation from the Institute of Cultural Affairs nearly 20 years ago and continues his facilitation for a variety of groups. In 2005 he received the Gary Young Award from the National Assembly of State Arts Agencies for leadership; innovative thinking; and sustained commitment to public support for the arts and dedication to diverse artistic expression.
