Rules of the Road: Individual and Organizational Lobbying in an Election Year

Learn the rules of the road for what nonprofit organizations and individuals can and cannot do during an election year, including hosting candidate forums and town hall meetings, distributing voter guides, and conducting candidate survey questionnaires. Discover the lobbying rules on promoting and advertising ballot initiatives and referendums on the arts. Join experts in the field to discuss the relationship among 501(c)3, 501(c)4, political organizations, and how to leverage maximum influence in our political system.

Federal Treasure Hunt

The traditional sources of federal funding for the arts—the National Endowment for the Arts and the Office of Museum Services —are not the only source of federal funding for the arts. In this panel, Americans for the Arts Government Affairs staff will continue the treasure hunt for innovative funding opportunities among various federal programs including this year’s new guide: "National Service and the Arts." The series of valuable Resource Guides will be distributed at this session.

Tapping New State Funding Sources for Local Arts Impact

Finding new ways to generate funding for the arts can be a challenge for many advocacy organizations. Learn about Rhode Island’s success with a recent lottery scratch-off game, find out how Colorado has directed casino revenue to the arts, and hear about a California group’s current efforts to apportion part of the state sales tax for the arts. At a time when state budgets are being cut across the board, new ideas are especially needed in order to keep the arts alive in our communities. Explore the alternatives!

Branching Out: Becoming A Grassroots Arts Advocate

Come hear an update on the latest federal legislative arts issues. Updates will be provided on each of the 11 legislative issue briefs presented to Congress at Arts Advocacy Day, including funding for the National Endowment for the Arts, arts education, and No Child Left Behind Reauthorization. Learn some tips on becoming an effective advocate and communicating with your elected officials at the federal, state, and local levels.

Innovator: Pam Breaux

Pam Breaux serves as Assistant Secretary of the Louisiana Office of Cultural Development in the Department of Culture, Recreation & Tourism, under the commission of the Office of Lt. Governor Mitch Landrieu. As Assistant Secretary, Breaux is the chief executive officer of the agency, overseeing Louisiana’s arts, historic preservation, archaeology, and cultural economy programs. Breaux currently serves as Secretary of the Board for the National Assembly of State Arts Agencies, Vice President of Programs for the Southern Arts Federation, and is a member of the Advisory Board for the Louisiana Creole Heritage Center. She is active with the Louisiana Partnership for the Arts and was Chairman of the group, 1997–1999. Breaux has also served on the Board of Directors and was Vice President of NOCCA, the New Orleans Center for Creative Arts/Riverfront.
